Free cartoonify face images on Windows for making avatars?

What free cartooning of face images offline programs do you recommend for
turning a face image into something suitable for making a group of avatars?

Suitable means it still looks like you but it's a cartoon style of your
face.

Searching found plenty of payware but I'm seeking a freeware alternative.

hmm . . . maybe some "plug-in" for gimp, irfanview, etc.?
